How to create neon text effect in photoshop cc version 2021

Step1:

           Create a dark background image or Ctrl + N

Step2:

           Create a text (what do you want)

Step3:

           Change the text color and duplicate the layer.

          Right-click the layer panel, select duplicate layer

Step4:

           Effect -> Inner glow

           

Double click the layer, pop up the blending option panel

Element -> Techinque -> softer

           Source -> Center

               Opacity - 56%

               Choke - 7%

               Size - 24 pt 

Adjust the value for your text size and length

          then click ok.

Step5:

         Select the bottom text layer

         Goto Effect -> Outer glow

         Blending mode - Vivid light

         change the color you want 

         change the,

                   Opacity

                    Noise

                    Spread

                    Range

        All it's based on your text size.
